Public call for the selection of universal service providers in the field of electronic communications

Pursuant to Article 61, paragraph 2 of the Law on Electronic Communications ("Official Gazette of the Republic of Serbia", No. 35/23), Article 3, paragraph 3 of the Rulebook on the method of determining the obligation to provide universal services, the level of detail and the method of publishing data on the offer of universal service ("Official Gazette of the Republic of Serbia", No. 61/24) and the Decision of the Council of the Regulatory Authority for Electronic Communications and Postal Services on the adoption of the text of the Public call for the selection of universal service providers in the field of electronic communications No: 002946371 2026 59011 006 000 060 063 04 008 of 24 June 2026,

The Regulatory Authority for Electronic Communications and Postal Services announces:

PUBLIC CALL

for the selection of universal service providers in the field of electronic communications

1.      Subject of the public call:

The subject of the public call is the designation of one or more economic entities with the obligation to provide universal services, in accordance with Article 61, paragraph 2 of the Law on Electronic Communications ("Official Gazette of the Republic of Serbia", No. 35/23), in the territory of one or more administrative districts of the Republic of Serbia, or the city of Belgrade, for a period of five years. 

2. Requirements for participation in the public call:

The right to participate in the public call is granted to economic entities that meet the prescribed requirements independently and/or in cooperation with related parties within the same group, within the meaning of the law regulating the field of accounting, and which:  

1)   are registered in the Republic of Serbia in the register of economic entities of public communications networks and services maintained by the Regulatory Authority for Electronic Communications and Postal Services (hereinafter referred to as: the Regulator), for the provision of electronic communications services within the scope of the universal service, over their own network, in the territory for which they are applying;

2)   provide electronic communications services within the scope of the universal service through their own electronic communications access network, at a fixed location, in the territory of the district for which they are applying;

3)   are financially and operationally capable of providing the services for which the public call is being launched.

3. Method and place of submission of the application and required documentation:

The application and required documentation shall be submitted within 90 days from the date of the public call announcement, i.e. by 13 October 2026, by direct submission to the Regulator's registry office, on working days from 9 a.m. to 3 p.m. local time, or by mail to the address Palmotićeva 2, 11000 Belgrade, with the indication “Učešće na javnom konkursu”.
