RATEL's priority is to ensure continuous improvement of the availability, accessibility and quality of public communications networks and services for all users. As a result, RATEL has developed tools that can be used to easily check the quality of services in mobile communications networks as well as the quality of broadband Internet access services in fixed and mobile communications networks.

For each user tool, RATEL has developed a separate portal/application available to users, both in Serbian and English.

It is important to note that since RATEL is competent for the resolution of complaints about the work of operators in the field of electronic communications, users can submit complaints to RATEL, but only after first trying to resolve the problem directly with the operator. Clear instructions on how to file a complaint can be found on the following page: Complaints

Tools for checking the quality of service in mobile communications networks (Benchmark)

RATEL performes overall comparative measurements and analysis of quality paramerers of services available to end-users (benchmark) of mobile communications networks belonging to the following operators: Telekom Srbija, YETTEL and A1 Serbia. Since the screenings are carried out during September and October, the measured and calculated quality parameter values and the total score refer only to the measurement period. Note: actual quality parameter values of mobile communications networks may differ from those displayed on the portal.

Benchmark measurements carried out in 2023 covered 55 cities, 17,000 km of roads in Serbia and 1600 km of Serbian railways in both directions.

The benchmarking of mobile networks is performed using the ETSI methodology described in the document ETSI TR 103 559 Annex A. This international standard provides an objective assessment of the user experience and quality of service of all mobile network operators.

The measurements include:

·         testing of quality parameters of voice service and data transfer service,

  • radio parameter measurements for 2G/3G/4G technologies.

RATEL created an interactive portal for a comparative display of mobile network quality in the Republic of Serbia. All details about the measurements performed are available at: http://benchmark.ratel.rs/sr

The interactive portal is available at: http://benchmark.ratel.rs/portal

Portal users can easily compare the performance of mobile networks according to the location and service of their interest.

Using the drop-down menu, the user can select the type of measurement:

Using the drop-down menu, the user can opt for a specific test (voice service or one of the data transmission services):

Using the drop-down menu, the user can also select a specific location of interest:

The user can (optionally) select the specific technology for which they want to see the results:

On the left side of the screen, graphs with the measurement results for the specified criterion are displayed. Each graphic in the description contains concise information about the type of data displayed, units of measurement and the method of interpretation of the results. On the right side of the screen, a map with measurement results is shown. The map will be automatically updated, the results will be displayed as colored circles to match the colors that reflect the operator's brand color. Areas where at least two operators have the same best result are represented in gray. By clicking on a specific-colored circle, results are shown for all three operators in that area. The map can be zoomed in for a more detailed view.

Tools for checking the quality of service of broadband Internet access

RATEL enables users of Internet access in public fixed and public mobile communications networks to measure the quality of service of broadband Internet access, by means of RATEL NetTest application.

The testing of Internet connection in public fixed communications networks is performed using RATEL's application available on its website: https://www.nettest.ratel.rs/

Internet connection testing in public mobile communications networks is performed by means of an application for Android and iOS mobile devices downloaded free of charge from Google Play Store and Apple App Store.

RATEL NetTest application measures connection from the user’s device (PC, tablet, mobile terminal) to the measuring server, via web or desktop application, which needs to be downloaded from the cloud. The measuring server is located at Serbian Open eXchange-SOX, connected to major service operators, representing an independent and optimal location not favoring any of the connections.

Starting the web app test and links for the desktop app download

RATEL NetTest application enables users to check the current Internet connection quality and speed.

Display of Internet connection test results using RATEL NetTest mobile application

On the map of Serbia, the results of other users who performed the testing can also be checked. This functionality enables a comparative analysis of Internet service operators in terms of the location or type of Internet access (fixed/mobile). Color scale red/yellow/green serves as a visual indicator of the connection quality level for the majority of Internet services. This scale disregards the technology used for the execution of service.
