UPS General Acts adopted
The Ministry of Information and Telecommunications has adopted the Rulebook on detailed requirements for the provision of universal postal service ("Official Gazette of RS" No. 78/25) stipulating detailed conditions for the provision of universal postal service (UPS) regarding the technical and technological resources of the public postal operator/ universal postal service provider, minimum working hours, necessary requirements for the provision of universal postal service to persons with disabilities, as well as the nomenclature. The Rulebook shall enter into force on 20 September 2025.
The Regulatory Authority for Electronic Communications and Postal Services has adopted the Rulebook on quality parameters, standards and criteria for the provision of universal postal service ("Official Gazette of RS" No. 78/25) prescribing the standards and criteria that must be met by the postal network of the public postal operator/ universal postal service provider, taking into account population density, area coverage and the actual needs of service users, and regulating in more detail the requirements and manner of collection and delivery of postal items within the scope of the universal postal service in other special circumstances, including geographical conditions. The aforementioned Rulebook shall enter into force on 20 September 2025, except for the provisions of Articles 13–21 of this Rulebook, which shall apply from 1 January 2026.
