The provision of Article 105, paragraph 5 of the Law on Electronic Communications ("Official Gazette of the Republic of Serbia", No. 35/23), stipulates that the Regulatory Authority for Electronic Communications and Postal Services (Ratel) shall make a decision to initiate a public tender procedure for the issuance of individual licenses within 15 days from the date of entry into force of the act of the competent ministry prescribing the minimum requirements for the issuance of individual licenses based on the conducted public bidding procedure and shall establish a commission for the implementation thereof.

In this regard, after adopting the Rulebook on minimum conditions for issuing individual licenses for the use of radio frequency spectrum based on a public tender procedure in the radio frequency band 470-694 MHz ("Official Gazette of the Republic of Serbia", No. 36/26), Ratel adopted a Decision on initiating a public tender procedure for issuing a maximum of three individual licenses for the use of radio frequency spectrum based on a public bidding procedure for terrestrial digital TV broadcasting stations in the radio frequency band 470-694 MHz for the territory of the Republic of Serbia.
