Public tender for issuing individual licenses for the use of radio frequency spectrum in radio frequency bands 694-790 MHz, 880-915/925-960 MHz, 1710-1785/1805-1880 MHz, 1920-1980/2110-2170 MHz, 2500-2690 MHz and 3400-3800 MHz awarded successfully

The Regulatory Authority for Electronic Communications and Postal Services (Ratel), from 3 to 7 November 2025, conducted a public tender procedure, i.e. a spectrum auction, for the provision of public electronic communications services for the GSM and IMT (International Mobile Telecommunications) systems, on a technologically neutral basis, for the territory of the Republic of Serbia, in the radio frequency bands 694-790 MHz, 880-915/925-960 MHz, 1710-1785/1805-1880 MHz, 1920-1980/2110-2170 MHz, 2500-2690 MHz and 3400-3800 MHz.

Three qualified bidders participated in the procedure: Yettel d.o.o, Telekom Srbija a.d, Belgrade and A1 Srbija d.o.o. Belgrade, who submitted correct bids in a timely manner, in all phases of the spectrum auction.

Following the procedure, the Ratel Council made a decision on the selection of the most favorable bids, i.e. a decision establishing the list of persons who met the requirements for the assignment of radio frequency spectrum, as follows:

Belgrade, for radio frequency blocks: 723-733(UL)/778-788(DL), 885-895(UL)/930-940(DL), 1760-1785(UL)/1855-1880(DL), 1950-1965(UL)/2140-2155(DL), 2520-2540(UL)/2640-2660(DL), 3410-3540(UL/DL), including the obligation to cover with a signal certain municipalities with currently unsatisfactory coverage characteristics, namely: Kosjerić, Crna Trava, Kučevo, Majdanpek and Boljevac, with the obligation to pay a one-off fee in the total amount of 100,020,730.00 euros.

The above operators are obliged to pay the first half of the one-off fee for the right to use the assigned radio frequency spectrum within 15 days from the date of receipt of the decision on the selection of the most favorable bids, and the second half no later than June 30, 2026. The total revenue from the sale of radio frequency spectrum amounts to 300,099,430 euros.

After submitting proof of payment of the first instalment of the one-off fee, Ratel will issue individual licenses for the use of the radio frequency spectrum no later than seven days from the expiration date of the deadline for the aforementioned payment.

After the issuance of individual licenses for the use of radio frequency spectrum in the relevant bands, which is expected in the first week of December, the condition will be met for all three operators to begin commercial provision of services using 5G technology.
