28th Universal Postal Union Congress held in Dubai
The 28th Universal Postal Union Congress, which adopted a series of decisions of importance for the future development of the global postal market, was held in Dubai on September 8-19, 2025, with the participation of representatives from 169 countries. As part of the delegation of the Republic of Serbia, together with representatives of the Ministry of Information and Telecommunications and the PE "Post of Serbia", the Director of the Postal Services Sector of the Regulatory Authority for Electronic Communications and Postal Services, Ljubomir Ostojić, also took part in the work of the meeting.
The Congress made key decisions for the next four-year period (2026–2029), adopting a new strategy and following the Dubai Business Plan. The strategy is based on three key objectives: strengthening the global postal network through multilateral cooperation, promoting innovation and partnerships to modernize postal services, and developing through regional collaboration and technical assistance. The plan foresees activities in the areas of regulation, digitalization, cybersecurity and sustainable development.
The Congress in Dubai gave the Universal Postal Union a mandate and resources to transform the postal network over the next four years. The focus will be on strengthening financial services through the post, but also digitalization, innovation and sustainability, while maintaining the basic principle – the availability and accessibility of postal services to all citizens of the world. Serbia was elected as a member of the Postal Operations Council in competition with the countries of Eastern Europe and North Asia, based on votes received from 100 member states of the Universal Postal Union.
