The Managing Board of the Regulatory Agency for Electronic Communications and Postal Services (RATEL) decided that the requirements for the issuance of individual licenses for the use of radio frequencies following a public bidding procedure for the provision of public electronic communications services in the frequency bands 694-790 MHz, 2500-2690 MHz and 3400-3800 MHz for the territory of the Republic of Serbia are fulfilled.

The adoption of the Allocation Plan and the Rulebook stipulating the Radio Frequency Allotment Plan in the 2500-2690 MHz, 3400-3800 MHz and 694-790 MHz frequency bands enabled the use of frequency bands on a primary basis in the mobile service (except for the air mobile sevice) in mobile and fixed communications networks (MFCN), for the provision of public electronic communications services on a technically neutral basis, on the territory of the Republic of Serbia.

In the recent period, RATEL undertook targeted activities to free parts of radio frequency spectrum to be included in the public bidding from the existing users, for the purpose of creating necessary conditions to launch the present procedure.

Additionally, for the purpose of regulating electronic communications market and ensuring an efficient and rational usage of radio frequency spectrum, RATEL published, at the end of May 2021, a public call for expression of interest by all parties intending to use radio frequencies in the radio frequency bands 700 MHz, 900 MHz, 2100 MHz, 2600 MHz and 3500 MHz, regarding MFCN provision of public electronic communications services. The public call was open until September 1, 2021 and four operators submitted their application within the prescribed deadline: SERBIA BROADBAND LLC, Belgrade, Telekom Srbija JSC, Belgrade, TELENOR LLC, Belgrade and A1 Srbija LLC, Belgrade.
