GIS portal for display of RF spectrum data

The Regulatory Agency for Electronic Communications and Postal Services (RATEL), pursuant to the Law on Electronic Communications, performs monitoring of the radio frequency (RF) spectrum on the whole territory of the Republic of Serbia.  

Based on the provisions of the above Law, as well as authorizations and obligations stemming from it, RATEL is tasked with planning, RF coordination and issuance of individual licenses for the use of radio frequencies.

RATEL created a GIS portal for the RF spectrum display and search that includes:

•        Data overview from the RF spectrum monitoring system

An overview of the measurement equipment data and of the measurement results collected from monitoring stations (monitoring and measuring stations (MMS), remotely controlled monitoring and measuring stations (RCMMS) and compact remotely controlled stations (CRCS)).  By selecting specific monitoring station and date, a graphic image of electric components of electromagnetic field is displayed in the pre-selected frequency band.

•         Data overview of issued individual licenses for the use of radio frequencies

An overview of issued licenses is divided into several groups: FM radio-broadcasting, Digital TV (DVB-T2), Digital radio (T-DAB), Mobile telephony and Radio-relay links. The location identification or search on the map generates all the required information about the issued license. 

•         Mobile network coverage maps

Through the GIS application, an overview of the mobile operators’ base station coverage map by technology and by operator is enabled for the whole territory of the Republic of Serbia. A search by address or location provides an overview of mobile network coverage and signal levels at locations across the national territory. The search is based on targeted calculations and displays an estimated signal coverage according to various technologies in outdoor conditions (outdoor coverage).

•         Analogue radio signal coverage

GIS portal for the display of RF spectrum data enables an overview of analogue radio signal coverage, both for public and commercial media radio service providers. A search by address or location provides an overview of specific signal coverage at locations throughout the whole national territory. The search is based on targeted calculations made in accordance with relevant agreements and recommendations.

•         Digital radio signal coverage (T-DAB+)

Through the GIS application, an overview of digital radio signal coverage is obtained. A search by address or location provides an overview of specific signal coverage at locations across the whole national territory. The search is based on targeted calculations made in accordance with relevant agreements and recommendations.

•         Digital TV signal coverage (DVB-T2)

Using the GIS application, an overview of digital TV signal coverage is provided. A search by address or location offers an overview of specific signal coverage at locations throughout the whole country. The search is based on targeted calculations made in accordance with relevant agreements and recommendations, for all three national multiplexes.
