Extended public call for expression of interest by parties intending to use radio frequencies from the radio frequency bands 700 MHz, 900 MHz, 2100 MHz, 2600 MHz and 3500 MHz for mobile/fixed communication networks (MFCN) for public electronic communication service provision

For the purpose of regulating electronic communications market and ensuring an efficient and rational usage of radio frequency spectrum, all parties interested in using radio frequencies in the radio frequency bands 700 MHz, 900 MHz, 2100 MHz, 2600 MHz and 3500 MHz are hereby invited to submit expression of interest to the Regulatory Agency for Electronic Communications and Postal Services (hereinafter: Agency). 

The radio frequency bands that this public call pertains to are given in the table below, along with radio frequency blocks and mode of operation:

Allocation plan and requirements for the use of the pertinent radio frequency bands are stipulated under the Decree stipulating the Radio Frequency Allocation Plan (Official Gazette of RS, no. 89/20), relevant radio frequency allotment plans for each radio frequency band (available at Agency’s website at:  https://www.ratel.rs/cyr/page/cyr-planovi-raspodele), technical agreements on border coordination with the administrations of the neighbouring countries (available at the at Agency’s website at: https://www.ratel.rs/cyr/page/cyr-koordinacioni-sporazumi).

Parties intending to use the radio frequencies from the aforementioned radio frequency bands, under the set conditions, need to submit the following information to the Agency:

  1. Name and seat address;
  2. Name and surname of the person in charge and the contact person, phone number, e-mail address;
  3. Radio frequency bands of interest for usage;
  4. Radio frequency bandwidth to use for FDD or TDD technology, expressed as the number of basic radio frequency blocks (bandwidth of the basic radio frequency block is 5 MHz) for each pertinent radio frequency band (except for 900 MHz band)
  5. Planned services;
  6. Planned technology;
  7. Planned coverage area for each radio frequency band;
  8. Planned number of base stations and the roll out pace in the first five (5) years, for each radio frequency band;
  9. Planned number of users;
  10. Expected time for public bidding (month and year) for each radio frequency band the interest is expressed for;
  11. Preferred type of public bidding (auction): separate auction (for each radio frequency band separately) or combined auction (one auction with a combination of several radio frequency bands);
  12. In case of combined auction, as the preferred type of auction, radio frequency band combinations should be suggested;
  13. Preferred period of duration of the individual permit issued in the public bidding procedure;
  14. Expected timeframe for commencing the planned service provision, following the award of the individual permit, issued upon the completed public bidding procedure.

Deadline for submission of the expression of interest extended from 1 July 2021 until 1 September 2021.

Once the information provided in the expressions of interest submitted before deadline specified in this public call is collected, the Agency will process it and inform the public about the results, pursuant to the Law on Electronic Communications (Official Gazette of RS, nos. 44/10, 60/13-CC Dec., 62/14 and 95/18/other law), and continue with the necessary proceedings, prior to carrying out of the procedure for the issuance of individual permits for the use of radio frequencies, by public bidding.
