Mobile Network Benchmark Results in Republic of Serbia for 2023

The Regulatory Authority for Electronic Communications and Postal Services (RATEL) carried out, in the period from September through December 2023, comparative quality parameter measurements and analysis in mobile communications networks involving all three mobile network operators in the Republic of Serbia – Mobile Network Benchmarking.

The Mobile Network Benchmarking was conducted in accordance with international standard ETSI TR 103 559 Annex A, enabling an objective assessment of the user’s experience and the quality of service of all mobile network operators. The scoring methodology has been developed for the purpose of ranking the mobile operators after the measurements, so as to enable the assesment of users’ perception of the quality of mobile network services, namely the transmission of voice, data and video content.

The Benchmark measurements were carried out in 55 cities, along 17,000 km of roads and more than 1,600 km of rail corridors in both measurement directions. During the campaign, more than 9,000 calls and 7,000 sessions were performed for each of the data transmission services in each operator’s network, in all available technologies (2G, 3G, 4G).

The measurements included:

  • measurement of quality parameters for voice service and data transmission services

(Web browsing, data transmission rate, YouTube, WhatsApp message transmission) and

  • measurement of radio parameters for 2G/3G/4G technologies.

By implementing this methodology, it was found that Telekom Srbija had the best total score of 90.32 points, followed by A1 Srbija with 90.12 points and Yettel with 88.17 out of possible 100 points.

The negligible difference between the Telekom Srbija and A1 Srbija total result values shows an even quality level of the services provided by the two operators to their users.

This year’s results revealed an improvement in the quality of services provided by mobile operators to their users, compared to the previous year, thus fulfilling the objective of the mobile network benchmarking.

An excellent result, with a median achieved points value reaching almost 90% of the maximum score, ranks the mobile network operators in Serbia among the best in Europe. The domestic operators have, thus, in terms of quality of service, approached the European operators that have introduced 5G technology.
