Notice to the providers of media radio service and persons performing technical inspection of radio broadcasting stations

28.07.2022

The Regulatory Agency for Electronic Communications and Postal Services adopted Technical Instructions for the procedure of issuing individual licences for the use of radio frequencies for VHF FM radio broadcasting stations and the use of Radio Data System (RDS) (Technical Instructions RDS.pdf (ratel.rs)). Technical solution from the above Technical Instructions shall be applied during the issuance of individual licences for the use of radio frequencies for the providers of media radio service, as of August 1, 2022. Taking into account that certain RDS (PI, PS, TP/TA) data are to be recorded into the licence form for the use of radio frequencies, the above date shall also mean the start of the RDS usage monitoring.

In addition, pursuant to Article 25 of the Rulebook on the manner of monitoring the radio frequency spectrum usage, technical inspection procedure and protection from harmful interference („Official Gazette of RS” Nos. 60/11, 35/13 and 16/15), if during technical inspection it is established that a radio station does not comply with the prescribed requirements of the issued individual licence for the use of radio frequencies, in particular those regarding the antenna system (type and polarization of the transmitting antenna (antenna system)), the holder of an individual licence for the use of radio frequencies shall be obliged to remove said defects within the prescribed deadline and repeat the technical inspection procedure. Failing that, the individual licence holder shall acquire a new licence that refers to the existing state parameters and shall, during the submittal of documents for the issuance of the new individual licence for the use of radio frequencies, provide new technical documentation, corresponding to the existing state. These instructions are applicable to all individual licences for the use of radio frequencies issued as of August 1, 2022.
