Independent screening of non-recorded mail transit times in national postal traffic

Pursuant to the provisions of the Law on Postal Services („Official Gazette of RS“, No. 77/19), RATEL has adopted the Rulebook on quality parameters for performing postal services („Official Gazette of RS“, No 114/20), defining more closely specific quality parameters to be fulfilled by postal operators while providing postal services. The Rulebook prescribes for RATEL to perform an independent screening of transit times for letter-post items by hiring an independent organization tasked with organizing the measurement of transit times in accordance with the provisions of the Rulebook and applicable standards.

Following a tender procedure, the continuous measurement of non-recorded mail transit times was contracted to the Company for Manufacture and Transport of Goods and Services TCOM LCC Belgrade.

The screening started in January 2021, with initially only non-priority item transit times being measured. After the PE “Post of Serbia” introduced the service of priority letters in April, the screening of priority mail transit times as well began in the second semester of 2021.

The measurement is carried out in accordance with the Rulebook and Technical features set by RATEL, whereas the reports on achieved results are elaborated on a monthly, quarterly and annual basis.
