Benchmarking results for mobile communication networks in the Republic of Serbia

The Regulatory Agency for Electronic Communications and Postal Services (RATEL) carried out, in September through November 2021, comparative quality parameter measurements and analysis in mobile communication networks (Mobile Network Benchmarking).

This is the first time that Mobile Network Benchmarking was performed using the standardized methodology described in document ETSI TR 103 559 Annex A (ETSI – European Telecommunications Standards Institute). This European international standard enables an objective assessment of the user’s experience and the quality of service of all mobile network operators.

The benchmarking results for the mobile communication networks in the Republic of Serbia are as follows:

Telekom Srbija scored the best total result with 85.66 points, followed by A1 Srbija with 82.73 points and Telenor with 82.14 points, out of possible 100.

Small differences among the values of the three operators’ total results demonstrate a homogenous quality level of the services provided by the operators to their users. According to the results, this year, for the first time, there are two operators that share the second place.

This year’s Mobile Network Benchmarking has been the largest so far in terms of project scope. The 2021 Mobile Network Benchmarking included drive test measurements in settlements and populated areas and along the roads, walk test measurements at selected locations, and measurements along rail corridors X and XI, at a scale never performed before on the territory of the Republic of Serbia. All mentioned categories were rated accordning to document ETSI TR 103 559 Annex A.

The mobile network QoS measurements were carried out in 55 cities, along 15,000 km of roads and along 1,800 km of rail corridors in the Republic of Serbia. During the campaign, 8,000 calls and 8,000 sessions were performed for each of the data transmission services in each of the operator’s networks, in all available technologies (2G, 3G, 4G).

The 2021 Mobile Network Benchmarking has included quality parameter measurements for voice services and data transmission services, WhatsAPP message transfer service, which is a new feature this year, as well as radio parameter measurements for 2G/3G/4G technologies.
